THE PARLIAMENT LEAGUE CHARTER (abridged public version)

 

The Parliament is comprised of devoted, dedicated, and distinguished degenerates to run a multi-sport fantasy enterprise.

League Overview: The Parliament consists of three fantasy leagues (baseball, football and basketball) with three separate drafts.

  • Baseball (draft in late March)
  • Football (draft in late August)
  • Basketball (draft in early October)

Losing: If you come in last place at the end of the Parliament season, you will be required to take the SATs.  Depending on availability of test centers, this must be accomplished in a timely manner.  Failure to take the test will result in your excommunication from the Parliament.

Point Scoring:  The owner who wins a league Championship will earn 120 points for that league and the owner who comes in last place for that league will earn 10 points.

Each head-to-head weekly matchup is worth the following:

  1. 1.91 points – Baseball
  2. 2.1 points – Basketball
  3. 3.23 points – Football

Bonus points:

  • If you make it to the playoffs you will earn 5 points.
  • If you receive a bye in playoffs you will earn full head-to-head matchup points for that week.
  • If you make it to the Championship game you will earn 5 points.
  • If you win the Championship game you will earn 5 points.
  • If you win the Consolation Playoff Championship game you will earn 5 points
  • If you beat your rival you are awarded 3 bonus points.

Division:  Each sport will have one division. The division will be the same for all 3 leagues for the entire season. The owners who come in 1st and 2nd place from the previous year will conduct a draft to determine the rivals for the next season and the names of the division.

Keepers: Owners are allowed 9 keepers total (3 in each sport). Keepers are required to be declared 1 week prior to the draft. The commissioners will alert the league via the Parliament Facebook group of this deadline.

Team Rules: Team names must be consistent across all three leagues. Team names are only eligible to be changed at the start of the new Parliament year. This should prevent confusion amongst owners; who they are trading with/competing against.

Trades: Trades are allowed across all leagues including player for player and player for draft pick trades.The Commissioners will update the picks in the Google Docs spreadsheet.

  • Trades must note the players involved and the year/sport of any picks included.
    1. Trades will only be approved if each team has the picks mentioned in the trade.
    2. Trading draft picks for a year/sport more than a year away is not allowed.
  • Rental of players is not allowed.  You can not trade a player to a team and trade him back to the same team within a 3 week period and/or for the same picks.
  • Trade deadlines are two weeks before playoffs start for each league.  All players for a sport will lock once the deadline passes until the championship is decided for that league.

Drafts: Draft Order will be based on the final rank for non-consolation teams. If you finish 1st in a league, then you will have the 12th pick. For consolation teams, a lottery system will determine your pick position for the entire draft. The 7th, 11th and 12th place will each have an equal chance of the first pick in each round. The drawing will be done in reverse order so that the 8th place team, having the most entries in the lottery, will have an ~48% chance of the 6th round pick. The 7th, 11th and 12th place teams will have an ~5% chance of the 6th pick.

The lottery will occur within two weeks after the end of the season.

Inactivity: If you forget to set your lineup for a week in Football or on Consecutive Days in Basketball and Baseball, the Commissioners can take action against you, including but not limited to, locking you out of your team for the remainder of the week and removing your from the league entirely.

Playoffs: The top 6 teams will make the playoffs. The bottom 6 teams will compete in the consolation tournament. The 1st and 2nd place finishers in division will earn the top two seeds as well as first round byes. The 7th and 8th place teams will receive byes in the consolation tournament. Playoffs will be reseeded based on regular season rank.  (i.e. The #1 seed is guaranteed to play the lowest seed in the semi-final matchup)

Voting: League voting will only occur for the next season’s rules. Any proposed changes should be sent to the commissioners prior to March.  We will put these on the voting ballot which will be distributed in early March.  Votes will require a minimum of 7 votes to change in order to pass.  In addition, a minimum of 9 Parliament members must vote. In the event of a tie, the commissioner will choose to implement or deny the proposed change. No re-voting will occur under any circumstances on the same topic in the same year.

Rivals: Rivals are determined by the overall finish of each team at the end of previous year.  Rivals will play on Week 8 of the regular season for baseball/basketball and week 3 for football (due to bye weeks). The winner of the matchup will receive a bonus 3 points. In the event of a tie, each team will receive 1.5 bonus points.

2 Bench Spots useable in either Batting or Pitching positions.                                                         

Minimum Requirement: Your pitching staff must pitch a total of 20 innings and your batters must have a minimum of 100 ABs for the week. If there’s a short week due to All-Star weekend or National Emergency, the Commissioners will convene and determine the minimums for that week. Failure to meet this requirement will result in the loss of your first pick and automatic inclusion in the last place penalty.

DL: There will be four DL spots total on a team. It doesn’t matter which way the position is utilized (but a player must be on the DL designated by Yahoo before moving a player to the DL spot). A player must be taken off the DL within 48 hours of activation back to the major league roster (you cannot keep a player in the DL slot if he’s no longer on the DL). If the player is not removed from the DL within 48 hours, the commissioner of baseball will have the discretion to remove that player from your team.

Waivers: There are no waivers. If a player is dropped he can be immediately picked up. The max number of acquisitions a week is 4.

Playoffs: Top 6 teams will make playoffs. Playoffs will start week 22 of the season with the division leaders earning byes. The 4 next best records will be wild card spots.

 

Tiebreakers: The playoff tiebreaker is batting average

Scoring: – Standard non-bonus scoring system.

  • .1 point per rushing and receiving yards and .04 point per passing yards
  • .05 point per reception
  • 4 points per passing TD
  • 6 points per rushing/receiving TD
  • 3 points for FG
    • +1 for 40 yard FG+
    • +2 for 50 yard FG+
  • 1 point per extra point
    • -1 Missed extra points
  • 2 points for 2 point conversions
  • -1 for Fumbles and Interceptions
  • 6 points for any Defensive or Special Teams TD
  • 1 point for a Sack
  • 2 points for a Interception or Fumble Recovery
  • 2 points for a Safety
  • 2 points for a blocked kick (Punt/FG/PAT)
  • 10 points for 0 points allowed
  • 8 points for less than 7 points allowed
  • 6 points for less than 14 points allowed
  • 4 points for less than 21 points allowed
  • 2 points for less than 28 points allowed
  • -2 points for less than 35 points allowed
  • -4 points for 35+ points allowed

 

Minimum Requirement: You can not leave players in your starting lineup who are listed as Out, PUP or IR. Probably, Questionable and Doubtful can be attempted to be started as long as those statuses are not moved to Out one day prior to game day. Failure to meet this requirement will result in the loss of your first pick and automatic inclusion in the last place penalty.

 

Waivers: Waiver will use the FAAB wire system. Each team manager will have a budget of $100 for the season to make waiver bids. The higher bidder for a player will acquire the player. If you run out of money, there are two options. (1) wait for an individual to clear waivers as Free Agents cost $0; or (2) Make a minimum bid of $0 during the waiver process and if no one beats that bid you win the player.

 

IR: There are three IR spots total on a team. Only players on the IR or PUP list can be placed on the IR.  Players who are Probable, Questionable, Doubtful or Out can not be placed on the IR.

Playoffs: Top 6 teams will make playoffs. Playoffs start week 13 of the season with division leaders receiving byes. The 4 next best records will be wild card spots.  

 

Tiebreakers: The tiebreaker for playoff spots is breakdown followed by winning percentage.  The tiebreaker during playoffs is bench points.

 

III. Basketball (12 player draft – 3 Keepers)

Minimum Requirement: Each week you must start players in a minimum of 30 games. If there’s a short week due to All-Star weekend or National Emergency, the Commissioners will convene and determine the minimums for that week.  Failure to meet this requirement will result in the loss of your first pick and automatic inclusion in the last place penalty.

 

Waivers: Standard no waiver system. The max number of acquisitions per week is 4.

 

Injured Spot: If a player is on the Injured List (“IL”) you can add him to the injured spot.

 

Playoffs:  Top 6 teams will make playoffs. The final three weeks will be playoffs with the division leaders earning byes. It will not run up with the last game of the MLB season).

Tiebreakers: Tiebreakers for playoffs Winning Percentage versus opponent in regular season and then Rank.
